The monument isn't russian. It's bulgarian but it is built by the communist government.
This one doesn't even have the ball frame.

intel386DX, no from what I heard they welded steel doors that lead to the tower, so its not possible anymore
when we where there in July 2017 the door to the tower was intact and locked , but I sow videos from later the same year that the door was cut
