JH Leathers do a tutorial on a padded dog collar here on YT. She uses plastazote foam for padding, 1/4" wider, and sheep nappa for the cover, in the chosen colour, glued using contact cement in a complete wrap of the padding, then onto the flesh side of the cuff, before edge-sewing. If you want it fur-lined, use shearling. In the UK, JT Batchelor (London) and LeProvo Leathers (Newcastle) are best, with Artisan Leather in the running. For the kinkier end of fittings, Zelikovitz Leather Ontario - things like padlock posts.

Where do you get your tools?
Ivan Leathercraft in Taiwan. The glue pot is German, Pfohl. Avoid punch pliers, they go dull quickly.

Do you have any tutorials how to clean/mantain leather cuffs, collars, and harnesses? After many plays sessions the sweat seeps in and the gear can start to smell a bit.
Use a padding (described above) and wipe down after use. If you think that's sweaty, think of horses - that's where saddle-soap comes in, as it adds beeswax and lanolin feed.
