Ah, I see that the Writer's Block quest got completed. The additional steps required to unlock the last Hero are listed below. You have probably already done a number of them in the course of regular sidequesting. You can check which quests you have completed on the quest screen from the menu: 1. Charity and Hypocrisy, a Colony 4 quest started from information gathering. 2. Tactical Eradication, a Colony 4 quest started from discussing after clearing Charity and Hypocrisy. 3. Severed Connection, a Colony 4 quest. Once all of these pre-requisite quests have been cleared, the question mark icon to start the Hero quest should be clearly visible in the south areas of Captocorn Peak.
I am ended stream finishing charity I believe so I just have severed connection:)
