Think about the perus for example, if other greek cities didn't had war and took part we would be able to qonquer Italy. Every nation becomes strong at some point and what matters here mostly is the attitude, Greeks never harmed other nation even if we could take all their land and food. We were the most Hates nation because think how many nations wanted to qonquer Greece and these things lasted for centuries not some years, of course some day someone would qonquer us it's logical but people forget to use logic . Everytime we were attacked we could defend, every time we counter attacked we could cause serious damage, most of the times when other nations attacked us we were quite weak
