While I agree that generally wild birds (particularly birds of prey) should not be held in captivity, and I'm unsure of where these eagles are, but if the facility is run anything like our local zoo, the only birds kept on display are ones that suffered injuries severe enough they would not be able to survive on their own if released back into their natural habitat. Hopefully that's the same situation these Bald Eagles are in, unable to hunt for themselves, and thus dependent on humans for care.
