Here is a close to optimal scheme for increasing Compliance. Suppose that Resistance is more than 24%. There are a series of steps to go through, with mostly only one Resistance percentage to keep in mind before switching to a higher Compliance gain Resistance suppression style: 12% Resistance. Step 1: Martial Law. Resistance will probably be crushed down to 12% fairly quickly. At that time, go to Step 2. Step 2: Military Governor. Resistance will probably surge, but then gradually decline. Military Governor has about twice the Compliance gain rate as Martial Law. Once Resistance is 12% or lower and declining it is time for Step 3. Step 3: Secret Police (or Colonial Police instead if available). Resistance will probably increase at first, but then gradually decline. Compliance gain with Secret Police is about 50% faster than with Military Governor. Colonial Police has an even faster Compliance rate growth than Secret Police. Once Resistance is 12% or less and declining (or 2% or less in the case of using Colonial Police instead of Secret Police), it is time for Step 4. Step 4: Local Police. Local Police is in part a stress test, to find out if it is safe to use Civilian Oversight. Local Police gets faster Compliance gain than Secret Police, and about the same Compliance gain as Colonial Police. If Resistance with Local Police is at 12% or below and declining, the stress test for using Civilian Oversight gets a passing grade, and it is time for Step 5, the use of Civilian Oversight. If Resistance climbs above 24% with Local Police, go back to Step 3. Step 5: Civilian Oversight. Resistance will almost certainly surge with Civilian Oversight, but as long as Resistance goes no higher than 24%, stay with Civilian Oversight. Civilian Oversight gets the fastest Compliance gain. Sometimes a new war or a drop in national Stability will cause a new surge in Resistance, so go to Resistance map mode once in a while, just to be safe. If Resistance climbs to more than 24%, go back to Step 3. When playing as Italy in Hearts of Iron 4, the Italian dictator Benito Mussolini can be pretty annoying with his demand for quick high Compliance in Ethiopia, but trying to meet that demand is still good practice for when one needs to have improved Compliance in a Hearts of Iron 4 game.
