It's an interesting idea to offer some type of USDA grant to get agtech off the ground. The entire agricultural market is very subsidized so its very hard to innovate with a traditional capital stack. If one sees a problem, makes a product and raises capital, the government can just come along and help farmers otherways. So the reward can be taken away for the innovator, in turn drives them to a different sector.
The market is X for a given crop. The value of any prediction is only as valuable as the difference between what the market thinks it is at a particular moment and any realized prices that come about due to market mispricing. If the predictions actually had actionable Intel that could be arbitrated, the most efficient use of that info would be in placing leveraged bets directly in the commodities exchanges you'd think.
