Idk that far away i feel like they could be ok. Depends on the size of the bomb as well. There is a site that allows you to simulate effects of the bomb when dropped on a city and the radius in which people sustain 3 or even 2nd degree burns isn't that far.

They have a documentary on Prime about the nuclear testing they did in Nevada. It's pretty interesting and messed up. The Shoshone tribe suffered a lot due to these horrible tests.
