My Take : Passage making a vessel alter course and /or speed ... i.e can not get in the way .
Safe passage: I think this is more subjective to the type of vessel and/or with situational (awareness).. Easy answer: as a result if action is required, it would leave my vessel into a less safe position , e.g close 1/4 situation , with bank, another vessel, or just insufficent sea-room.
Safe passage is for power driven v/l but for another v/l defined passage...
how come rule 18 apllies here ? rule 18 doesnot apply in rule 9,10 and 13

Why give way vessel? I am spanish speaker so I might understood wrong, but the sailing vsl is not using the TSS and also should not impede my passage as I am inside the TSS, rule 10 ,and she is on my port side, rule 15, why am I a give way vessel? of course if they don't maneuvre, then I have the responsibility to avoid colision. Rule 2 All this explanation confused me, I researched again and i confirm Give way: I maneuvre Stand on: I keep course and speed. CAn someine be so kind? And with the CBD example, he is actually saying we are stand on???
"Not to impede" .. This action takes place when risk of collision doesn't exist yet. Think of it as a very early action before you even get into the mess. According to rule 10 in TSS and 8F (1), the sailing vessel shouldn't impede the passage of our Power Driven vessel. BUT, the sailing vessel obviously hasn't taken that action so risk of collision now exists. And when risk of collision exists normal steering and sailing rule starts applying. According to rule 18 , a power driven shall keep out of the way of a sailing vessel. Rule 8 f (3) also enforces that.

MSN 364 (M+F) dated MAY 2008 See also Maritime and Coastguard Agency MSN 1781 - Merchant Shipping (Distress Signals and Prevention of Collisions) Regulations 1996 AND - Maritime and Coastguard Agency MSN 1781 Amendment 2 2016 -- The regulation was made in 1996 and have been amended from time to time since then. Appendix 2 to this document provides details -- each amendment would need to be downloaded and studied.

H I Akhilesh, thanks for your comment. However as this was a live class 10 years ago , let me provide further information. If you are approaching a vessel CBD on your port side , where there is a close quarter situation developing. Any where (regardless of the TSS) . Although you are the stand on vessel under rule 15 , but under Rule 18 you shall avoid ( if you are able ) impeding safe passage of the CBD. Their is a change of responsibility for you to take action, early, to provide sufficient sea room for the CBD to pass. 8F(1) , if you would like to message me happy to provide further information or look at the facebook page where there is another video explanation. good luck with your exams.
@@wavesandmeans1625 but rule 18 clearly states that it doesn't apply for TSS and TSS is what we're talking about. It would just be good seamanship to give the CBD more time as it can just reduce speed and not alter course!

"Otherwise require" means, if these rules specifically tell us something different (like about fishing vsl, sailing vsl and vsl less than 20m), otherwise rule 18 applies everywhere. Please try to understand....

Just one question, rule ten specifies that you should only make use of the inshore traffic zone only “if they are en rout to or from a port, offshore installation or structure, pilot station or any other place with in the inshore traffic zone or to avoid immediate danger. Or if you are a fishing vessel, a sailing vessel or vessel less the 20m” So would it justifiable to enter it just to turn round and cross? Wouldn’t the VTS be questioning and possibly reporting to your flag for such an occurance?
