That is not a soviet made lathe it is an SN 400 X 2000 and it is made by FABRICA DE STRUNGURI ARAD in Romania. it is a romanian lathe made in the comunist era. I have the same model but shorter.

That is an impressive looking fly cutter, though there appeared to be one small issue with it. Please correct me if I am wrong, but the cutting edges don't appear to be in line with the center of the cutter, they seem to be leading it by about 10mm... I'm only asking since most, if not all machinists I have seen online say its best to keep it in line with the tool center
“Yes, you are right; there are many issues. The cutting edge is in line with the center, but the washer between the arbor and the cutter is bigger, causing it to move to one side during cutting. Additionally, the arbor is too small for the cutter, preventing it from holding steady. However, I have learned a little more for the next project.” Thank you for the comment❤
