some weird times the npc uses EVERY vehicle,one time y was afk just in the left of the piece of a police helicopter y was using,and a police officer from the station i was take the helicopter and drive it with me afk there! i was a passenger in the cop sky patrol,he don´t move to much but was really high in the sky and sudently just fall out of the vehicle and return to normaly walk around,i can see too some npcs actually have items with thems like pistols for cowboys and stuff but in pc version is not
