Then Fredric proceeds to lock her up just as Gothel did. Instead of locking her up in her room at least keep her in the castle and keep guards around her. Locking her in her bedroom wasn't the only way to keep her safe.

No wonder these two have a Sibling relationship. Both started as individuals who weren't viewed in the best Light. Both were abandoned. However someone brought out the good of them both (Rapunzel) and they were accepted by others because of Rapunzel. Together they saved the Day with Rapunzel. After completing their redemption they perish, however Rapunzel revives them. I believe that Eugene saw in Cassandra himself and reached his hand towards her like Queen Arianna did when he brought back her Daughter, Rapunzel.
