She's actually Scottish, it's sung by Julie Wemyss from Scotland, like most of the non-licence songs and skits across all the radio stations, they were recorded in Scotland, the GTA games are made in Edinburgh these days in Scotland, but GTA2 was mostly made in Dundee (like the Rocksta choir Jesus my saviour song) which is a Scottish city not far from the Scottish seaside town of Arbroath - the birth place of the Scottish nation itself, though this particular song was itself recorded even further north in the Scottish North-East city of Aberdeen.

Julie has recorded the vocals for the songs “Vegas Road” from this game, “Change” in GTA 3 and “Train” in LCS all of which from “Conor and Jay” which the last two you can hear on Head Radio, and the first one you can hear on Rockstar Radio. She also provided the vocals for the song “Love Is The Feeling” by “Sawaar”, which you can hear on Lips 106.
