Why the pursuit chase music sucks ass

Managed to reach heat level 6 in this game. But nothing happened, still being chased by Porsche Carrera units.

i was driving a car until a npc car just hit me and i got into a chase and then afte 20 secounds the heat changed to 6 randomly
