No issues with the rain you can take your bike upto Tarkeghyang. From Tarkeghyang to Basecamp is almosy an hour by foot and 1:30 hours to top Aama Yangri. I suggest you not to take bike from Tarkeghyang as there may be chance of snow and muddy road. Also do call at the phone number of Chyomuthang resort they will provide you correct information.
