Addendum: I made my claws from rainbow PVC vinyl and 1.5mm foam, with elastic for the straps and rhinestones. I made them for an OC Plague Doctor character --- she has a mask and suspender skirt from the same fabric, with grommets on the beak. Gods, I wish we could post photos!!!

I have some metallic PVC fabric, but it doesn't have this backing. I tried to use 2mm foam, but it seems to be too thick for my tiny fingers. Any suggestions for a substitute?
