That's pinhead mold, a super common strain of fungus. It sporelates fast and everywhere. It grows extremely quick and the spores go into a dormant state at high temperatures. It isn't toxic in a way that could kill you, but I don't recommend eating it. It likely came from inside the pasta, where it left spores or somewhere in your fridge. It spreads so fast and far, that you should consider emptying your fridge, cleaning it, and turning it a little colder, as most molds won't colonize under 45° F.

Something tells me you just left it on the counter and did not put it in the fridge and the temperature of the room it was was pretty warm or hot. That's how mold develops fast.
