when does it become worth it?

@@SteelyGaming in certain occasions when you're certain of killing an enemy and needs it to be fast, whilst using the infinite FP tear for example. In the vast majority of cases, this staff is inferior to Lusat and Rennala's, even with the speed boost. If you want to get the best speed out of casts but doesn't want the cost penalty, up dex to 50 and use radagon's icon. Also don't upgrade this staff if you're only off handing it to get the boost, it doesn't provide any difference
