Why does the first one sound like a normal fire truck horn and a train horn at the same time?

I was a volunteer for 10 years. When I ended up in the officers seat I never used the electronic siren. A Q and an air horn move traffic much better. I want the world to know without question help is on the way, not just some random siren in the air.

First one was like "it's dark, lite traffic, I guess we'll let people sleep.". Tower unit was like " RISE AND SHINE!!!!!!!". The rest were like screw it, Tower done woke everyone up might as well run the siren too.
