It's not a problem with the weather lol, just a glitch where some pokemon spawn maybe hours after it initially appears. It retains the qualities (ie: weather boost etc) that it had at the initial time it spawned.

@@swepudding without the use of rare candies and rare XLS, higher CP still puts out a higher damage output and has a much greater survivability than a low Great League level shadow. If I do get enough, I'll power up my shadow tho.
