That’s because it’s park avenue’s theme. Which is literally just sunset heights with a longer ending 2d section played by the avatar. In fact sunset heights(sonic stage), park avenue(avatar stage), and red gate bridge(tag team boss fight vs Metal sonic) is known to have at one point been one long tag team stage.
