I feel like the centripetal force is only equal to Fnet under certain conditions such as when Fg, Fnormal and Fc all line up. For example when a cart is at the top of a hoop or at the bottom of a hoop. But I think it should also be noted that Fc doesn't equal to Fnet when the cart is on the side of the hoop, that's when Fnormal and Fc are one the same line, but Fg is pointing downwards, so we can only say that Fg equals Fnormal.
