Primary Care Support England - PCSE
Великобритания
Добавлен 8 янв 2020
Primary Care Support England (PCSE) launched in September 2015, with the aim to create more efficient support services for NHS England - making administrative tasks faster and more efficient for users, standardising processes to ensure consistent service delivery across England, and ultimately, saving money for the NHS, that can be better used in the delivery of primary care services.
The support we offer ranges from key administrative and payment services, to managing supplies, performers list and market entry applications through to moving medical records. We do this and more for GPs, Dentists, Opticians and Pharmacists as well as those working in the teams around them.

hi- Ive just downloaded the CSV and there is a massive error in the data you have, and is not accurate. There is almost £30k missing. What can I do ? Ive not changed jobs and have worked for the same organisation. since 2021. Your offices are closed until 2/4/24
Hi, The monthly income and contribution figures you can see on your Employee Contribution Statement on PCSE Online are calculated from the Annual Estimate the practice submitted for the pension year and reflect the employee and employer contributions the practice paid over to NHS Pensions during the year for you. It is common that these figures differ to what has been deducted from your salary via payroll for pension contributions ie. the figures you can see on your month 12 payslip. You need to enter your actual pensionable pay for the year into the Type 2 screen and PCSE Online will calculate the difference to be deducted from the practice to bring your contributions up to date.
'Practitioners are usually self employed' at 2 mins 24 sec ... this is incorrect surely, for the ~30% of GPs who are salaried? I would be grateful for your clarification.
Hi, the statement by our NHS Pensions colleague was referring to the 'majority' of practitioners. We understand that not all practitioners are self employed.
please can you explain more fully what the figure for pensionable pay is, my P60 says my gross pay is less my NHS pension so I don't understand what figure we should use? should be use total gross pay from our pay slips and do we use this total figure or do we use 90% of this figure, mine is wildly different from the auto populated figure, do I need to add gross pay to the occ pension contributions figure on my p60?
Hi, Gross Pay for the year is normally clearly stated as gross pay to date in a month 12 payslip. However, if you are unsure which figures to enter in your Type 2 form you should contact NHS Pensions member support. Telephone: 0300 330 1346 Outside UK: +44 191 279 0571 Email: nhsbsa.pensionsmember@nhsbsa.nhs.uk
When including Locum payments into this form. Do you include the dates worked or the dates paid; i.e Work done in March 2023 but not paid until 2024? Thanks
Hi, Locum income needs to be declared in a Type 1 or Type 2 form based on the dates worked. So for 2022/23, you need to include Locum work carried out between 1st April 2022 and 31st March 2023.
Also, you can check the Locum contributions we have on record for you in PCSE Online by going to the Locum Listing screen and your Employee Contribution Statement.
Thank you for the helpful webinar. Please can I check a query regarding Box 2 and 2a on the Type 2 for,? Should box 2 be populated with actual salaried pensionable income (from payslip) rather than estimated income from ECS? Should Box 2a be populated with contributions from ECS (rather than actual contributions from payslip)? Thank you
Hi, yes, the the actual pensionable income (from payslip or P60) should be recorded in Box 2 and the "Contributions already paid" to be recorded Box 2a is the value of contributions that have been deducted from the practice for the year, as shown on the ECS.
In the example the pensionable pay is amended to reflect wage slip but the contributions already paid is not amended and so reflects the contributions already deducted via GMS statement and so the amount underpaid/overpaid reflects that to be adjusted via the GMS statement for the Practice. This will be confusing to the GPs, unless the contributions already paid can also be overwritten to reflect actual amount paid via wage slip. Please could this be clarified, as if 'cont's already paid' can not be overwritten the Practices will need to do a separate reconciliation.
Hi, Please see the new Type 2 Q&A video recorded on the 12/03/2024 where we explained how the Type 2 form works on PCSE Online in more detail - ruclips.net/video/mZPiLNKM8S0/видео.html
My PCSE online account doesn't have a pension and payments tab. I have reported this to PCSE but not heard anything back. Do you know why this could be or what I can do about it? I have been trying to complete a paper form but even this is difficult without access to eg employer contribution
Hi, The most likely reason for this is that the log in details you are using to access PCSE Online are not linked to your Performer or Pension records. Please contact our Customer Service Centre for help. Customer Support Centre: 0333 014 2884
It would be helpful to clarify the tiering. In the video it talks about annual income but on the old type B forms it referred to annualised income. So even if I worked only 1 day in the year to earn say £700, my annualised income would be 700 divided by 1 times 365 = £255,500 so easily in highest tier of 13.5%. However my annual income is only £700 which is in lowest tier. So really important to get clarity on this point to avoid people choosing incorrect tiers and then having the major hassle of making top up payments later on. Can you edit this point into video?
Hi, apologies for the delay in response. NHS Pensions regulations specify how annualised pay is calculated under two different methods depending on the type of membership. For Type 2 GPs and Locum GPs, as the actual pensionable pay for each period of work is known, the annualised pay is based on the actual pensionable pay earned and the number of pensionable days in each relevant period. The NHS Pensions 2022/23 Annualisation Guide explains this method of annualising for 2022/23 is different to the examples previously provided in the 2022/23 SOLO and Locum form guidance. See the following link for more details www.nhsbsa.nhs.uk/sites/default/files/2024-02/2022%2023%20Annualisation%20Calculator%20Guidance%20V1%2002022024_0.docx his method of annualising for 2022/23 is different to the examples previously provided in the 2022/23 SOLO and Locum form guidance, which were based on that you are a Locum only GP
Great, very useful webinar, thanks very much :)
Hello. The nhsps number is not populated for me, the box is not editable and I’m unable to use the site to submit the locum forms please advise
Please contact our Customer Service Centre and provide your NHS Pension Scheme number so that we can add it to your record. You can find our contact details on the PCSE website pcse.england.nhs.uk/contact-us
I’m having trouble manually creating gos3s on pcse online. I input all the data then press save for later- so either the optometrist or the px can come in and sign. But then the claim never saves- it just literally disappears. Gos 1s are fine- they just stay in draft status until completed. But consistently- every time I’ve tried, they have never saved. So I’ve had to just write claims off as I can’t submit them for payment on pcse. I’m a super user but not an optometrist- does it have to be an optom who creates gos3s? Thanks 😊
Hi Aimee, please see the following videos for guidance on creating GOS 1s and GOS 3s: ruclips.net/video/2twDY46MmiI/видео.html ruclips.net/video/E66nuhlaDhY/видео.html You may also find page 5 of the following user guide helpful: pcse.england.nhs.uk/sites/default/files/2023-09/201xx-gos-3-user-guide_v1.pdf If you are still having difficulty, please raise a case with us by visiting the Contact Us page on the PCSE website, and raising a new Ophthalmic Payments query. Thanks.
when i log in to PCSE I cannot see the 'ophthalmic' button. please help!
Hi, you will need to speak to your Organisation to ask that they add you as a Performer. Please see the following page for further information: pcse.england.nhs.uk/services/ophthalmic-payments/move-online-gos-claims
Where is the bacs psce London details?
Hi, thank you for your question. After you have submitted your Locum B form in PCSE Online, and have selected the 'BACS' payment option, a pop up will provide you with the BACS details for NHS England where you need to make the payment to. We are unable to publish NHS England bank details for security reasons. Please go to 4:15 in the above video for step by step guidance on making your payment.
Hi.could you help please. When i log in it just says performers list....no ophthalmic tab..
Hi, you will need to speak to your Organisation to ask that they add you as a Performer. Please see the following page for further information: pcse.england.nhs.uk/services/ophthalmic-payments/move-online-gos-claims
This is incredibly helpful thank you so much. Wasn't able to make the webinar on the day and have taken a break from locum when before it was all "contact us" form - this has shown quite how much easier it is to use the PCSE online forms and going to save people hours and hours of work, I'm sure.
Hi, I submited my forms which were rejected but there was no RED ARROW under revert to draft OR no re submit option under Actions. Really very complicated system. Now my forms are rejected, can't re submit it . I rang PCSE helpline number but still no clear answer. really disappointed.
Hi Muhammad, we are very sorry you have experienced this issue. Please either contact us with your details to request the form is deactivated to allow you to submit on PCSE Online, or submit using the contact us form.
Hi. Thank you for this informative webinar. I have already submitted my PCSE form, but used the figures on my payslip, because the figures on the ECS for the past couple of financial years, in terms of my salary and contributions, are way off. I did the same last year too. Does this mean my forms have been rejected? Will I be contacted by PCSE to let me know this is the case? Thanks
Hi, yes, your form will be rejected if you have used the figures from your payslips and they are different from the ECS. Once the form has been rejected you will be able to update the figures and resubmit it to us.
Hi, I finished GP training in June 2022 and started work as salaried GP (2 separate surgeries) in July 2022 - just wanted to double check whether I need to fill in a type 2 form this year? I was under the impression that I needed to, but I can't see any drop-down options on PCSE portal for the type 2 form and all the talks/ info seems to be around 2021-2022. Thanks for your help. Lauren
Hi Lauren, If you didn't finish training until June 2022, the first year you will need to complete a Type 2 form for is 2022/23. The end of year forms for 2022/23 are expected to be released by NHS Pensions in November 2023.
How do I edit a form I have submitted but is Declarated not Approved yet?
Hi Jane, if the form is declarated status you need to wait for PCSE to review and either approve or reject the form before you can edit and resubmit.
I tried to submit my type 2 21/22 form earlier this year but it was rejected as "too early" - I have now tried to resubmit the form but am unable to edit it / resubmit it or delete it (and yes I have scrolled over to far right of page but no delete button available in action column). looking forward to a solution so I am able to submit my type 2 form. thanks
Hi Sarah, please either contact us with your details to request the form is deactivated to allow you to submit on PCSE Online, or submit using the contact us form.
My performer details and employer are correct. On the drop down list 17/18 is in red, but on the listing page 17/18 has been approved. My form for 20/21 has been rejected but there is no option to revise and resubmit this form on the listing page. Any suggestions?
Hi Paul, if 2017/18 is showing as approved on the listings screen please don't worry that the years is in red on the drop down list. It is possible that there is a defect with the 2020/21 rejected form. Please either contact us with your details to request the form is deactivated to allow you to submit on PCSE Online, or submit using the contact us form.
Hi I was a salaried GP until June 2022, and my practice would've completed assessments on my behlaf. Since June i've started a new role in ICB as a named GP for safeguarding, and I locum one day a week. Will i need to complete a type 2 form? Many thanks
Hi Neda, locum only GPs are not required to complete a Type 2 form.
When I try & complete my Type 2 form the figures it self populates with from my Employer Contribution statement are different from any figures on my March payslip or P60. How can I check if the figures are correct? Or do I just have to believe that the Employer Contribution statement is correct? Thanks.
Hi Jane, please see page 8 of the End of Year Guide indd.adobe.com/view/47714922-dfd5-4859-b796-16f163e43236
please explain maternity leave tiers and how to do this
Hi Rosie, please see NHS Pensions website for guidance on maternity leave www.nhsbsa.nhs.uk/sites/default/files/2018-09/Maternity%2C%20paternity%2C%20parental%20and%20adoption%20leave%20%2809.2018%29%20%28V5.0%29.pdf
Hello, I've completed my GP International GP Induction Programme last year. I didn't do any other work. Am I suppose to do Type 2 form as well? Thank you!
Hi Carlota, it is possible that this post will have been set up as an officer post at NHS Pensions. Type 2 forms are only applicable to practitioner posts. Please check with your employer.
Hi, I have been submitting type 2 statements for the last 16 years but nothing to see now in the employee contribution statement and the self assessment parts of the pensions sections in my PCSE online account. My pension records on the TRS dynamizing sheet is up to date till end of March 2021. I have just noticed this as I am about to use my online account to submit the form for the year 21/22. Not sure whom to contact to fix this issue. Can you advise and help please?
Hi, if your TRS is up to date to March 2021 but there are no contributions showing on PCSE online it is possible your employer may have set you up as an officer rather than a practitioner with NHS Pensions. Only practitioner contributions are processed through PCSE. Please check with NHS Pensions. If you are set up as a practitioner please use the contact us form to provide your details and raise a query.
Hello, I finished training in February 22 and started as a salaried GP on 28th February 22. I also did some OOH work in March 22. Would I need to complete Type 2 for 21/22 year?
Hi Arkar, yes, you will need to complete a Type 2 for the salaried work from 28th Feb to 31st March 2022 and also include the March 2022 Solo work.
Please can you advise. When I select "Type 2 Medical Practitioner - Self Assessment Form" and click on the financial year drop down box I can only see "2018/19 - already initiated/completed" & "2019/20 - already initiated/completed". I am unable to see the financial year for 2020/21 or 2021/22 on the drop down box. How can I select 2021/22 financial year to complete self assessment before 28th Feb 2023 if it is not available to be selected? Note: I am able to download my employee contribution statement search for 2020/21 and remember submitting a completion for this in the past but it does not come up/available in my drop down box as "already initiated/completed". Your advise will be much appreciated.
Hi Kim, it sounds like you may need to contact us (PCSE CSC: 0333 014 2884) so that we can check your records. Before doing so please check your Performer List details on PCSE Online and make sure you are attached to the practice.
When the form asks for “contributions already paid”, should this figure be taken from the Employee Contribution Statement (ie what was taken according to the estimate) or from the March 22 payslip which records actual employee pension payments from the year to date? Thanks
Hi, the contributions already paid should be taken from the Employee Contribution Statement, as collected via the practice estimate (not your payslip). We will process an adjustment against the practice to reconcile your contributions where necessary.
I am trying to fill in Type 2 self assessment for the first time (CCT'd in August 2021). I cannot select any financial year on my form to start submitting. Also the employee/employer contributions is wildly inaccurate. Shall I call PSCE helpline to sort out?
Hi Fergus, it sounds like the start date of your Pensions Assignment needs to be corrected to August 2021. Please contact us with your details to get this updated.
'where there is a difference between the contributions I have made and the contributions I should have made then the appropriate adjustments need to be made'. what does this mean? How do we do this? Do we need to pay any difference to NHS pensions account? Some years I over paid, some years I underpaid. How does this balance??
Hi Ros, if the difference is for practice work then an adjustment will be processed against the practice's contractual payment to reconcile your contributions. If the difference if for Solo then an adjustment will be processed against the Solo provider. If you have underpaid contributions for locum work you need to make a shortfall payment. If you have overpaid contributions for Locum work, NHSE will arrange to refund this to you. Please see the Step by Step Guide for more information Self Assessment/Salaried GP Work - Primary Care Support England (pcse.england.nhs.uk/services/gp-pensions/salaried-gps-assistant-gps/self-assessmentsalaried-gp-work/)
Do you need to list all the surgeries you did locum work at?
Hi Ros, NHS Pensions guidance states you need to list "the practices, LHBs or OOHs providers who you worked for directly in scheme year 2021/22."
Its not allowing to choose financial year. nothing is displayed on the drop down menu. how to solve this ?
Hi Hisham, it sounds like you may need to contact us (PCSE CSC 0333 014 2884) so that we can check your records. Before doing so please check your Performer List details on PCSE Online and make sure you are attached to the practice.
On trying to complete the Type 2 Medical Practitioner - Self Assessment Form - My NI no is not filled in . Also on clicking financial year - no options are coming up . What should I do ?
Hi Shampa, it sounds like you may need to contact us (PCSE CSC 0333 014 2884) so that we can check your records. Before doing so please check your Performer List details on PCSE Online and make sure you are attached to the practice.
If I was GP registrar until July 2021, do I need to submit work records (salaried and locum) starting from Aug 2021 until Apr 2022? Thank you
Hi Helene, yes, if you have carried out salaried and locum work from August 2021 you need to complete a 2021-22 Type 2 form. Please refer to NHS Pensions guidance on annualisation found at www.nhsbsa.nhs.uk/member-hub/information-practitioners-and-non-gp-providers
Hello, I am completing my type 2 form (I am salaried and have also done locum work) For locum work for jobs where I have been paid inclusive of pension e.g £90pph rather than paid on top I had decided not to add this to my pension pot and did not complete form A&B after completing my locum session. I wanted to check this was okay as I’m getting a bit confused on what is allowed? My understanding was this was fine as the money had not been paid on top ..
Hi Elise, it is correct that a GP can choose whether to Pension Locum work or not. If you have not pensioned locum work you carried out then it should not be included in your end of year form. Please see NHS Pensions guidance for GPs www.nhsbsa.nhs.uk/sites/default/files/2022-04/GP%20Member%20Pension%20Guide-20201111-%28V3%29%20.pdf
I finished training and only started as a salaried GP in June 2022 - am I correct in thinking I don't need to submit this as I did not work as a salaried GP in the 2021/22 financial year (April 2021-2022)??
Hi, the first Type 2 form you will need to complete will be for 2022/23.
Hi, during the pandemic I forgot to submit my locum A and B forms for April 21-22. What do you recommend I do now, I have not paid my contribution during that time to NHS pensions. Many thanks
Hi Hemma, There is no time limit to submit locum forms for work pre 1 October 2022. Please submit asap and make payment to NHS England's bank account as normal.
@@PrimaryCareSupportEnglandPCSE many thanks. where do I find the NHS England's bank account details and how do I submit the forms if I'm struggling to do it online, is there another option, perhaps downloaded and emailed? thanks

Hello, we are just confused about the market entry application. Actually, do we need to take the office premises before we start the PCSE application? How long the process may take? Do we need to provide any floor plan layout of the premisses?
Hi Pinnacle Medicare, The process timescales are dependent on many factors, please see our website: pcse.england.nhs.uk/services/pharmacy-market-administration-services/understanding-the-application-process/ Unfortunately, as we are an administration body only, we cannot advise on the information you need to provide or whether you need to take the premises first. Please contact your local LPC or a third party that specialises in these matters and can represent you if required. You might also find these links useful: Pharmacy regulations - psnc.org.uk/quality-and-regulations/pharmacy-regulation/market-entry-regulations/ Pharmacy manual - www.england.nhs.uk/publication/pharmacy-manual/
Hello Both, I need some help with applying for market entry for change of director. I have purchased one pharmacy as a share sale and i am trying to apply for change of director/superintendent using tile option LOG IN TO PCSE ONLINE TO START YOUR APPLICATION link but it says we page not availabe or web address is changed? Could you advise if this is the correct application that i am trying to apply for market entry and the alternate solution for website issue?
Hi Dhaval, Regarding the website issue, please contact PCSE.marketentry@nhs.net providing your email address and we can check you’re set up to use the system. Unfortunately, as we are an administration body only, we cannot advise on the type of application you need to provide. Please contact your local LPC or a third party that specialises in these matters and can represent you if required. You may also find these links useful: Pharmacy regulations - psnc.org.uk/quality-and-regulations/pharmacy-regulation/market-entry-regulations/ Pharmacy manual - www.england.nhs.uk/publication/pharmacy-manual/
Good day. How do you put a voucher H through on the system for a Bi-Prism Bifocal lens for an antimetropic prescription. I’ve tried and PSCE online only allow for it based solely on prescription.
Hi Scott, that scenario would go through 'exception processing', which requires a paper claim form and with a tick in the exception processing box in part 3. This still need the full claim form completed including dates & signatures.
My PCSE site still shows that I am employed by a surgery that I had left over 5 years ago - I have submitted the NLP3 forms so how can I now get this removed please - Dr L Budahn
Hi Leck, The NPL2 and NPL3 forms have not been in use since December 2019. When you log in to PCSE Online you should have a tile on the home page for Performers List. If you update your details there, that will trigger approvals for the Practice to action (and for Prinicipal GP positions, the CCG also need to approve). Once the practice has approved the change your performers list record will be updated.
Can you please record how to remove a performer (and colleague) if they no longer work with the practice anymore?
Hi Parmesh, yes we'll certainly look to do a more substantial demo of the full user management processes. In the interim though, there are two options for managing access for those who no longer work at the practice 1) For Performers, search for their existing account and remove all the roles they have. This will remove all roles they have at your practice, you can't edit their access/roles at any other practices. You can also use this option for admin staff, or 2) Only for admin staff, after clicking 'user management' choose 'deactivate user'
If an optom issues a god 3, but forgets to sign the gos3 at time of test. The patient cannot sign to collect the spectacles. In this case if the prescribing optom is not in, do we get another optom who is on on the day to sign the gos 3 ? 2nd question, if a patient leaves the practice without signing the GOS1. Can they sign it remotely ?
PCSE Online can be accessed from anywhere using a wide range of devices, including mobile phones. If you discover a missing signature you can contact the Optometrist and ask them to log in, sign the GOS 3, and log out. Our advice is to have an end of day process in the Practice to make sure the Performers check and confirm that all GOS forms that need signed by them have been. If you decide to have another Optometrist sign the form, then it is the responsibility of the practice to ensure you have kept a clear record of the reason an alternative Optom has signed the form, and that the circumstances are acceptable to NHS England. At present, Patients must sign the declaration while they are on the premises at the Practice.
We have had difficulties putting on GOS 3 with the system telling us that a GOS 3 already exists. Yes one does but over a year old and all paid for. I have 5 here needing to be processed and although we have raised paper forms I have had too many correctly filled in forms rejected to go this route.
Hi Geri, Sorry to hear you're having problems. There are no reported issues of PCSE Online stopping Practices from creating GOS3 claims. Could you please raise this with our Ophthalmic Payments teams through an online form (pcse.england.nhs.uk/contact-us/) and we'll investigate for you.
HI How do i edit GOS3 as the prescription has been greyed out?
Hi Suki, once a claim is submitted you cannot change the prescription. If the claim has not been submitted, and still has the 'draft' status, then the prescription can be changed by the practice. This applies for all GOS types. If you need to cancel the claim and resubmit you can contact PCSE by completing our enquiries form found here: pcse.england.nhs.uk/contact-us/
Does this only apply to locum optoms? Sorry for the silly question. I’m not sure what the purpose is behind this claim. The way understand, you attend cet events, then go into my goc and claim those points there. What is the purpose behind claiming through pcse
Hi Thomas, All optometrists working in the UK have to register with the General Optical Council (GOC) and undertake regular Continued Education and Training (CET) to keep their skills up to date. Optometrists who provide NHS sight tests can claim a grant each year to help cover the expenses involved in CET. Under the current system for paying CET grants in England, every individual Optometrist has to claim the payment through an NHS contractor, such as their employer, and this video shows how to complete this process. Hope this helps.
I am both the Contractor and the Performer for my practice. How would I do this as I don't have a performer role set on my pcse online account.
Hi apatel220, We have guidance available on the PCSE website as to how the practice User Administrator can set you up as a Performer. However you should already have a PCSE Online account linked to your Performers List entry. Email our User Management team, from the email address you use as your PCSE Online username, and they will be able to investigate and advise you what you need to do: pcse.user-registration@nhs.net,
very informative
Hi Krishnamurthy - glad the video was helpful. Thanks for letting us know.
How do we claim for nose pads and tips?
Hi Philip, Choose 'Repair' and frame 'Front'. Enter the retail cost in row (7) if you are claiming less than the value that is paid for a frame front repair. Hope this helps.
