Technically Steve Rogers had super-strength cause of the super-soldier serum, which would allow him to throw his shield insanely hard. Sam Wilson, while fit, was still a regular human which would cause his shield throws to be weaker than those of Cap's. Maybe not to the point of being neutralised by a flying chair( 1:22 ), but still.
