Dear, cleansing oil and cleansing balm are the same, but in different form. It still can cause breakouts on oily skin. My dermatologist said me to try to use micellar water and wash it with cleanser on soap base and since then my skin immediately felt better. I don’t use any oil to remove my makeup almost for 2 years and even if I still have breakouts sometimes it’s not as much as it was when I used cleansing balm
