They already have rockets that can leave the atmosphere, so getting something into orbit, or on a one-way trip to Mars is something they're technologically capable of at the moment. Similarly, they most certainly have the technology to build a life support system that should be able to provide a couple of humans with breathable air, recycled water, temperature and pressure control. Can they do so with the level of reliability that NASA (or anyone else sending people into space that's not a dictatorship/necrocracy that places no value on the life if it's subjects) would require? I doubt it. Also, in the series, they announced it as an unmanned probe, and presumably would only have announced that they had landed the first human on Mars after getting the message that he's spent months trying to send unsuccessfully. If that's your plan, it matters a lot less if you lose a few before you get lucky and all the systems hold together for long enough.

I think it was *intended* to be China initially, but AppleTV's deal with china is that they can't show china with any negatives so they just wrote them out of the series into NK instead

North Korea does not value life like the Japanese Empire did in the past, if only for the sake of propaganda. I think the author knew that too. Both those who sent to Mars and those who went there must have known that it was a kamikaze operation.

I thought it was implied that North Korea had no intention of bringing their astronauts home, that they (knowingly or unknowingly) sacrificed their lives for the glory of their state. Given the NK astronaut's desperate attempts at communicating with his commanders, I would wager that he was not aware that he was sent on a suicide mission.

I believe North Korea sent the two ujunauts to Mars knowing that they had no way to bring them home but knew there was a possibility that one of the three other missions, (USA,Soviet, Helios) would have eventually rescued the North Koreans and brought them home with them.

The plan was that if it was a successful landing, North Korea would then beg one of the other countries to retrieve their ujunauts. If it wasn’t successful, and they thought it wasn’t, they would save face and keep it secret.
