The gas valve tang is weak, brass or bronze. You sometimes cannot just try to turn it, if it has been in place for years and is oxidized (stuck in place). If you turn hard you'll break it. There's sometimes a nut on the backside of the valve, that draws the cone-shaped valve tightly into its seat. Spray wd-40 on the valve. Let it soak a bit. Loosen the nut maybe half a turn. Take a pice of brass or aluminum (don't want to make sparks) and carefully hit the male threads of the valve plug. You're trying to loosen up that cone-shaped plug. If you see it move slightly out of its seat, you've successfully broken it free of the oxidation. Now you can turn it without breaking the tang. When you've turned it to the position you want (open or closed), now you can tighten the nut on the back side. Test for leak with soapy water. If leaking, turn the valve back and forth to seat the valve better. If you can't get it to stop leaking the gas company needs to replace it.

I would like to know why my gas meter inside my basement? Can I make a gas meter outside can someone come and put one outside so that the gas guy doesn't come inside my house.
Telling people that aren't gas professionals to turn their own gas on is INSANELY irresponsible. If you are not familiar with what you are doing you should not operate a closed gas valve. This video should be taken down or edited.
In an emergency, you may not have the opportunity for a professional to attend. You’d rather the alternative that allow gas to leak and cause catastrophe?

Just FYI you do not own that quarter turn valve that you are operating down towards the ground. Your gas utility owns and operates everything up to and including your meter. You should shutoff your supplies using the isolation valves provided DOWNstream of the meter. You can see you have two of them, one for each branch, at 0:53

Incorrect. Shut off upstream of the meter, same for water. Always.

If you have newer appliances they have safety devices that would shut the if there are any off on older lines there may be a small valve attached to the appliance shut offs upstream side to control the pilot.
in my area, anything before the meter including valves, regulators, and meters ect. are owned by the gas company. any alteration of these and you may be held liable. although, in an extreme emergency they may wave issues with turning the gas OFF, BUT NOT BACK ON AGAIN. doing it wrong may damage the regulator, causing another emergency.

I can’t believe you have a special tool like that to turn off and on the meter...I used to use channel locks...about 35-40 years ago I was working on a prototype just like that but didn’t follow through.

That gas meter need to be protect with a bollard , if you live in So Cal be aware the gas company is and will be installing this Bollards .
Why not do the real demo when closing and opening are only few seconds apart?

Turning on main gas valve on high pressure should be done slowly not to blow the pressure regulator
