As I can see fire extinguishers at the bottom of the screen I'm assuming that this is an aircraft dropping water or something.
She should be spraying fire extinguishing agent.
What is it dropping and why?
That is a DC-10, VLAT (Very Large Air Tanker). It is dropping a fire retardant called "Phos-Chek". It is dyed red so that the firefighters can see what area has been covered in that path.
