russia was not a colonial empire, the only colony they ever established was alaska and that is not enough to make them a full on colonial empire. Japan, while having "colonies" was a much more connected empire and treated the colonies much less as colonies.

@@territorialmaster and yes while Russia had few formal colonies much of there territory was the homeland of non Russian ethnic groups but using colonialist methods was assimilated into Russia.
