Hello, some are wooden structure and some are concrete structure. But even if they are concrete structures, the walls between the units are wooden with insulation for sound proof.

A lot of places are relatively safe, such as Richmond, Port Moody or North Coquitlam. Since I’m not sure what your lifestyle is or where you need to commute daily, I can only give you a rough estimate. You can WhatsApp me if you would like.

In my own opinion, NW is not a good place for living. Too many trucks around the area.
