Raiden isn't even tangible so RF can phase through them all he wants. Not to mention in Plane of Euthymia it's will that matter. He could rip anyone to the pieces there and they would still rise again.

Reverse Flash doesn’t just damage his enemies physically-he can dismantle them on every level. Raiden’s and Nahida’s “intangibility” or “immortality” simply isn’t enough to stop someone who can rewrite their existence entirely.
