is it okay to say that except ADD TODO everything runs only on the server just for example in RSC all the components are rendered on the server initially and only the components that require some database query are again rendered on the server. So SSR is not only happening for the initial render. Am I right?

Don't you think this recursive approach is very inefficient compared to a simple approach. Refer to Nested comments section article by geeks for geeks as they have not used recursion. It is simpler to understand and involves lesser computation as well.
