BANG!" No, in this case they'd be locked up, interrogated, fed, provided medical assistance if any is needed, then sent to the deportation office which would send them back to their country, and if that's completely impossible to a locked-up shelter they wouldn't be able to leave (but would be provided with all the necessities: clothes, food, bed, hot water) until relevant documentation is produced and background checks completed. With some luck that woman and child may even get to stay (provided they keep respecting the law and avoid any and all contact with any kind of hostile groups). The shooting starts if one is deemed dangerous enough so: carries a potentially lethal weapon (like a DIY spear) or actively keeps attacking the border patrol despite non-lethal deterrents being used (water, tear-gas, etc.). Live ammo use is the absolute LAST resort, but it is present there now and available for use should the commanding officer of the patrol deem it necessary.
