When we creating the VM along with public ip, default it will go with standard sku with static ip. If you taken the Basic SKU for Public IP with Dynamic, then only IP address will gone. Before deallocating the machine will ask do you want to reserve the public ip? if you said ok it will keep. Otherwise no.
