To me I think it resembles the inner conflict of the capitol and its citizens having sort of a middle ground on their opinion on the games. There are the snakes of the capitol who sort of share the same values as snow and Dr Gaul. Then there are the songbirds of the capitol who know it is wrong and might be standing up against it. I think in this book we will really get to see how the majority of the capitol decided that the games were indeed an aceptable punishment for the districts. This could also resemble the districts and how the careers are snakes and they are fighting against the songbirds like people from district 12.

To me it looks like the perfect psychological image of a victors crown; the capitol’s wealth and celebrity glamour is bestowed on the victor after winning on the snake’s side however the mockingjay/songbird perfectly encapsulates the essence of how the victor usually feels after getting through the games and is trying their best to fight through the trauma and in the careers case the amount of propaganda they’ve been indoctrinated into and not let the games define them, this is acc a pretty good cover considering the theme is propaganda after all
