I'd just coat the cotton in clear coat spray. It's probably gonna be a whole can and a process as you coat each layer and let it dry, spraying again before wrapping over it and coating that layer after that, but it should maintain its shape and resist the elements. But that's if you want to be through. Maybe just a several topcoat over the surface might be fine.
