Console.log(cart) is inside the useCallback hook. Why it is printing the value 1 again and again. If the cart value doesn't change it means flow doesn't reach setCart function. Then why console.log is alone printing?. Since, both are inside the useCallback hook. Either both should have executed or none. But, in your example, console.log alone executed but not the setCart(). Please explain why
