LG65UH6030 Backlights but No Video or Sound

This is an LG LED TV that has backlights but not producing Video or Sound. Follow as we troubleshoot this badboy.

After testing voltages coming from power supply to the main board I have determined that we have 5 volts. However when testing for 12 volts, the meter is jumping all over the place. Disconnecting the T-Con board eliminates if it is a panel issue or a power supply issue. I tested again with the T-Con board disconnected and still 12 volts is jumping up and down. Determined that we have a bad power supply and I have ordered a new one. Will post later once the board has arrived.
