A combination of shit foods being easy to make relatively tasty and cheap and absurd pickiness. Honestly there are loads of healthy cheap options you could prepare on a budget I for one until I find a decent job after I get out of the army am going to subsist on a diet of 3 tins of sardines a day plus maybe some pork potatoes rice and then eat a variety of vegtables. In all honesty most healthy home cooked food isn't expensive. And thats extreme peasant level living pretty damn healthy and nutritious at that probably cost a little over 10 bucks a day. Honestly I feel for some low income people but others piss me off literally know a dude I work with who is broke as fuck due to bad money decisions who pretty much grew up poor so I assume he learned it from growing up but dude literally told me he doesnt eat vegtables I infact bought him some fast food which by the way to feed both of us COST 19 dollars! for one meal and he took the lettuce and tomato off there. When he aint got no food at home. the problem is with the system and the mindset.
