I believe for this specific performance at the time he wasn't allowed to actually vocally sing Billie Jean because it wasn't suitable for a motown 25 song!! though he was vocally singing when he was with his brothers (i guess that part was planned from the beginning) and group performances were more popular for motown 25 i'm guessing!! so technically Michael wasn't allowed to sing his solo songs which is why he lip-synced it instead!!
