Furina buffs 50% dmg while sigewinne can go up to 55% or 60%, but the reason why furina IS ALWAYS BETTER is because furina will do 90k per 4 seconds as side dmg while you do big dmg so furina may not buff as much, but she can do alot of dmg herself, also sigewinne mainly buffs your active characters so your sub dpses wont do as much dmg

Sigewinne is a support/healer while as Neuvi is a strong hydro DPS. Sigewinne is not supposed to deal a lot of damage, Also with the right build she might beat your level 60 neuvi.

furina taking a lot of damage than neuvi so sigewinne can't be better than kazuha

but ofc do try to level your Kazuha. he's an amazing unit overall, and that furina-xilonen-kazuha-neuvi team is one of if not the best teams in the game in terms of dmg. and if u do want to use sigewinne with him instead of Kazuha for whatever reason (though it seems she currently buffs your neuvi more), still level Kazuha. he's an outstanding unit as I mentioned earlier
