This french game is called jeu de course and was played in bars around the year 1900. Spinning mechanics lets horses run on their track until they stop. You could bet on a horse nr (there is a number marked on the side of each horse) and everyone put some money in the middle container. When it comes to a stop the horse closest to the pole wins all the money.
