All XENs under SE PWD(B&R) Hissar have been charging expenditure to ongoing works on account of deployment of workmen on DC rates since 2011 onward illegally in violation of Haryana Govt Outsourcing Policy and there is every likelihood of embezzlement of Govt money because no Govt formalities like Advertisement in newspapers & Agreements with workmen have been observed. Above XENs had made payment worth lakhs of rupees to Khan Photostat, Old Court area Hissar on a/c of supply of labour like Computer Operators etc as would be evident from XEN Fatehabad Vrs No 92 dt 16-9-14,81 dt 13-10-14, 158 dt 18-11-14, 12 dt 8-12-14, 52 dt 5-1-15, 21 dt 18-2-15 etc etc. Similarly XEN Hansi vide Vrs No 129/17-3-18,183/26-3-18,66/15-11-17 & XEN PD-3 Hissar Vrs No 29/12-3-11,30/15-10-12,45/18-7-12, 40/7-10-11 etc etc. Will ACS & EIC PWD(B&R) Haryana let me know that under which authority/Law/Rules, Khan Photostat Hissar is empowered to supply labour to PWD(B&R) and with which connection I had complained to said department but all in vain because senior officers are shielding defaulting officers responsible for fake deployment of workmen on DC rates without observing required Govt formalities.Payments worth lakhs of rupees also made to Sarla Devi contractor H.No 2193, Jawahar Nagar, Mandi Adampur vide XEN PD-1 Sirsa Vrs No 38/13-11-20,39/13-11-20,01/01-01-21,33/22-7-21,86/22-7-21,84/22-7-21 etc etc.Payment of lakhs of rupees had also been made to other contractors who had got enlisted them to make payments to so called DC rates deployed workmen rather to participate in tenders to execute Govt works to associate concerned officers of PWD(B&R). Haryana Govt is claiming Zero tolerance but on the contrary, XENs under SE PWD(B&R) Hissar had been indulged in fake deployment of workmen on DC rates because no authentic record that the workmen was actually deployed is available in their offices as certified copy of documents regarding formalities observed in deployment of workmen on DC rates have not been supplied to me despite filing 2nd Appeal No 3842 of 2023 & State Information Commissioner, Haryana vide letter No 32185 dt 8-11-2024 had arbitrarily decided my appeal completely ignoring facts explained in my Regd letter dt 18-9-2024. Learnt from reliable sources that husband of Sarla Devi contractor is working on DC rates in the office of SE Hissar and likewise some other contractors, she had got enlisted herself to facilitate receipt of payments of husband in her account whereas reliable sources claim that no Govt works have been got executed by such contractors so far. In case there is worth the name of Zero tolerance then an impartial inquiry into this matter needs to be conducted to meet the ends of justice because XENs under SE Hissar had failed to supply me copy of Rules under whose compliance workmen had been deployed by them on DC rates since 2011 onward without observing required formalities as laid down in Haryana Govt Outsourcing Policy SE PWD(B&R) Hissar vide letter No 2831-33 dt 13-11-24 & No 2834-36 dt 13-11-24 had decided my Ist Appeal arbitrarily in order to shield & protect defaulting officers because enlistment of contractors is being made by his office with excessive Govt fee of Rs 6000/- & Rs 9000/- in violation of Enlistment Rules,2014 since the year 2014 as also confirmed by EIC PWD(B&R) Haryana in his memo No 77888/ICI dt 12-5-2021 which clearly reflect monopoly and arbitrariness of SE Hissar and other SEs in PWD(B&R) Haryana also.
