There is no possible way that all of your Runic's have a CLD that quickly. I have CLD at 500, and not one of my weapons has single digit CLD.
I dont know why, i play on ps4 slim, i dont have any mods, and the build is the one i show in the video
The extra cooldown is from luck, which is from NG+ Playthroughs.
With FORTUNES REFRESH your runic have a luck chance to restore 70 percent of runic cld with high LUCK this can trigger every time
