I think Shishio is possible #1 or #2, I personally give him #1. If you consider that his greatest ability was him being able to counter any move he saw just once. I believe the writers showed us that him not watching Sojiro vs Kenshin is what ultimately cause him to loose to Kenshin, because he had so much confident in Sojiro winning he did even bother to watch the fight and he did it twice because Sojiro's skill set was the perfect counter for Kenshin fighting style. I also believe Sojiro is ranked above Saito and Aoshi, because Shishio never seem worried about them causing Sojiro any harm. Considering Shishio greatest weapon was his mind, his opinion holds alot of weight. I mean the writers made it clear that he was a intellect, when it comes to battle.
