It is a tutorial because it gives you instructions on what he's doing and he's demonstrating it as well. You have to teach yourself.
I think this dancing style isn't something you particularly learn in a classroom, you just have to watch what other people and how they do it. basically find your own way of being comfortable in dancing and moving your body weight since everyone is built differently.

Put some of your body weight on a table or a wall and stand on ur toes for as long as you can and keep doing it and over time they'll get stronger and losing weight also helps if you can
