The elephant in the room is this..... Government is losing billions, but the smugglers are not making those billions as they are not charging the evaded tax to their customers. Having evaded the R22 tax, the cigarettes are sold retail at R7.50, which must include a profit for the retailer, wholesaler and manufacturer, otherwise they would not do it. How little does it then really cost to produce cigarettes for them to make these billions, and if they do, how do the "legal" producers justify the high cost of their products?
It's hard to get behind SARS seasing tax, when the thieves inside the government end up stealing the tax anyway.
