Unfortunately Utah does a poor job managing predators especially in rural areas. The UDWR has reported that over 60% of all desert sheep that they track are killed by predators like lions and coyotes. The reason that sheep and mule deer are often found near roads is because the vehicle traffic scares predators away allowing the animals to have a safe haven to survive in. Roads do NOT drive the sheep population down, predators do.
