I have no idea if this is a glitch or something. I'm at the part where you have to make The thing to get into the Institute. I just got the minimum in the sanctuary and All of a Sudden Kellogg shows up. I was incredibly confused when this happened. If anyone knows what this is please tell me in the comments.
