I just saw art least 6 videos of people putting the velcro AND the straps under the seat, or, in one case, the velcro flap under the seat and the straps over the seat. good video, very informative! also, you put the plastic liners in correctly, lots of people just put them in the bag not using the "pockets" where they fit in perfectly.
